The RSC Jobs Plan: Jobs Through Growth

One of the more positive ancillary benefits of this presidential primary season is the newfound focus on taxation, regulation, and energy production.  The prominence of the presidential election has helped jumpstart a vital discourse on long-term reforms for those three policies.

The RSC, which is the most respected conservative group within Congress, has proposed a jobs growth plan today, which seeks to achieve those reforms, albeit in a more inclusive way than some of the proposals from presidential candidates, like Rick Perry, Newt Gingrich, and Herman Cain.  It appears that they are seeking changes to the tax and regulatory system that have already received broad support within the Republican party (and some lip service from Democrats, in regard to certain provisions), and are bundling them into one package, “The Jobs Through Growth Act.”

Here are some of the major provisions of the proposal:

Let's Replace EPA With Employment Protection Agency

We must link the budget crisis with job creation and the cost of living.

When members of Congress return to Washington in September, they must confront the next budget challenge; a Continuing Resolution for FY 2012.  While the top line discretionary spending level has already been agreed upon through the debt ceiling agreement, the specific levels of funding for each department and agency are still up for debate (or closed-door negotiations, in this case).  Unfortunately, instead of prudently analyzing each line item of the budget through individual appropriations bills, as prescribed by the 1974 budget act, Congress will be forced to impetuously consider the entire federal budget in one bill.  There is one line item that should not be disregarded throughout the process; cutting down the EPA.

Obama and his socialist minions at the EPA intuitively understand that energy production in general, and fossil fuels, in particular, serve as the lifeblood of a free and prosperous economy.  This is why they have launched an inexorable war against our energy producers.  By disrupting our energy productivity, and replacing it with no-growth, impotent green energy sources, Obama plans not only to destroy thousands of jobs within the energy sector, but millions of jobs throughout every facet of the economy – jobs that are so reliant on reliable and cheap energy. The only jobs that will be sparred are the ones of his green corporate cronies, such as Johnson Controls, the electric car battery manufacturer in Michigan that was paid a visit by Obama on Thursday.

Let's review some of the most recent sinister attempts by the EPA to discomfit our energy producers, kill jobs, and raise the cost of living on the very objects of their reprehensible class warfare.

The EPA has considerably diminished the volume of oil production in Alaska over the past view years.  They are refusing to issue permits for drilling on and offshore, while encumbering the process with unrealistic regulations.  These actions have triggered an alarming decrease in the flow of oil through the Alaska pipeline, threatening its future sustainability.  Additionally, the EPA has delayed the construction of the Keystone XL pipeline for years, costing us thousands of jobs, cheap imports of oil-sands oil from our Canadian friends, and much-needed revenue to some heartland states.

What about natural gas?  Even though shale fracking for natural gas has produced an unprecedented amount of jobs in North Dakota and Texas, while producing cheap energy for our hungry markets, EPA Director Lisa Jackson is seeking to destroy it.  She is now collaborating with environmental extremists to terminate this revolutionary means of energy exploration indefinitely.

Maryland's Shameful Distinction of Unemployment

You would think the state with the most government workers would be able to pad its employment numbers forever.  Alas, we see that as soon as government growth slows down, job growth in Maryland becomes extinct.

According to a Labor Department report, which became public over the weekend, Maryland ranks dead last - #50- in job creation.  While 22 states added jobs last year, Maryland shed 20,000 jobs, almost 1% of its workforce.  The report reveals that the abeyance of Maryland's job growth began to precipitate in recent months, as government agencies have incurred historic cuts (thanks to the Republican-held House).  This is truly pathetic because it shows that Maryland is impotent in job creation without the federal government.

It is also telling that Maryland's job market is so dismal, despite the fact that the state received adisproportionate amount of stimulus funds.  Don't expect Senators Cardin and Mikulski to admit to this stunning failure of Keynesian economics.  In fact, has anyone heard a statement from Maryland's most prominent federal office holders on the latest job numbers?

Even Governor O'Malley was largely silent about the jobs report until he put out a meaningless statement admitting that “May was a tough month for job creation in Maryland.”  However, he continued with the following subterfuge: (H.T. Daily Record

“other trends suggest that we continue to move in the right direction. On the year, Maryland has achieved the largest reduction in unemployment in nearly three decades.”

The Baltimore Sun Calls for a Nanny State, Literally

Anyone who lives near one of Maryland's bustling urban centers is keenly and painfully aware of the debilitating crime problems.  The heavy handed tyranny of the Maryland government that brazenly regulates and governs every aspect of our lives is suddenly rendered impotent in executing the core function of crime prevention.  Yet, the Baltimore Sun feels that the most pressing issue for state government is to eradicate those evil....crib bumpers.  Talk about cradle to grave socialism!
"Finally, the description of Maryland as a "nanny state" could actually apply — and it's a good thing.

Late last week, a state task force recommended that crib bumpers, the padded liners used on the inside of baby cribs, be declared a hazard. They have been associated with cases of asphyxiation where infants may have accidentally wedged their faces between the soft liner and crib mattress or become tangled with the strings that attach the bumpers to the crib slats.

If Maryland Health and Mental Hygiene Secretary Joshua M. Sharfstein accepts the proposed regulations, Maryland could be the first state in the nation to ban their sale. That is the sort of leadership role that Dr. Sharfstein, a former city health commissioner and FDA deputy commissioner — not to mention a pediatrician — ought to embrace.

Manufacturers have often disputed the claim that the bumpers are a hazard. They believe the scientific evidence is less than conclusive and have argued that liners serve a good purpose by preventing babies from striking their heads against crib frames. But the risk of a bruised head (if babies can even hit the slats with enough force for that to happen) pales in comparison to what has happened to some children across the country.
To begin with, this is not the first time the Sun is pushing nanny-statisim; they've been doing that for nearly a century.

MD-Senate: Action Alert on Wine Shipments

Among Maryland's plethora of nanny-state laws and restrictive regulations, is a law that bans the purchase of wine beyond state lines.  Currently, if you want to purchase wine from a distributor out of state, you would have to pick it up in person.  Senator J.B. Jennings (R-Baltimore County) has brought a bill (SB 248) to the Senate floor that would change this restriction:

Repealing provisions that provide for a direct wine seller's permit; establishing a direct wine shipper's permit to be issued by the Office of the Comptroller; requiring a person to hold a permit before the person or the person's agent may engage in shipping wine directly to a personal consumer in the State; requiring an applicant to meet specified qualifications for a permit; requiring a direct wine shipper to perform specified actions; etc.

The bill might come up for a vote today.  Unfortunately, Democrats might also push for a vote on their 3% increase in the alcohol tax within Maryland.  That's right.  They overtax local wine purchases and ban interstate wine purchases.  Either way you lose!

Call your state Senator and ask them to support SB 248.  Also, voice your firm opposition to the 3% increase in taxes on alcoholic drinks.

The Left's War on Food for Poor Continues

Last week, we reported on the record number of Americans enrolled in the food stamp program.  As we observe the efforts of the left to drive up the cost of food, there is no wonder why so many people are having trouble feeding their families.  Their policies mandating the use of corn as fuel, as well as the inflationary aspects of the Fed's recent QE2 policies, have kept the cost of food high for a long time.  Now, Obama's EPA is working on a proposal to increase the percentage of ethanol in gasoline from 10% to 15%.  What about its effect on food prices?  Let them use food stamps, says Obama's government.

It's ironic that the government plans to augment ethanol mandates even as poor and developing countries are facing skyrocketing food prices.  There is no doubt that ethanol is one of the culprits behind the economic upheaval that led to the political turmoil in Egypt.  Egypt has to import most of their wheat, and with grain-based commodities rising as a result of increased ethanol production, Egyptians simply cannot afford a loaf of bread.  Almost 40% of corn produced in the U.S. is used for this substandard fuel, yet it is still not enough of a poverty enhancer for the left.  Yes, the very same left that purports to care about the impoverished and the third world.

In addition to its disastrous effects on the food supply, this decision could turn out to be dangerous for motorists.  Higher bio-fuel blends have already been tested and have shown a propensity to melt the gas pumps and storage tanks!  Furthermore, even the EPA has come out with a long report detailing the negative environmental effects that ethanol production has on the water and soil.  So, we have a situation in which mandates, tariffs, and tax credits enrich the government/corporate complex, while driving up the cost of fuel and food on the poor and actually harming the environment.  Who are the ones to care for the poor and the environment again?

Meanwhile, potential presidential candidate Newt Gingrich gave a speech defending ethanol in...Iowa! (The WSJ has a great write-up on Newt's corn boondoggle here.) He can join Senator John Thune as a presidential candidate who is willing to peddle corporate cronyism in order to win Iowa.

The Earmark Eight, and the Food Fifteen

Everyone is busy analyzing what the Democrats have learned from the midterm elections.  The real question is what Republicans have learned from this election.  Within 25 minutes, 8 Republicans voted to continue the practice of pork barrel spending, while 15 voted to give the FDA unlimited power to shut down food producers and cut jobs.

Here is a list of the 8 Republicans who voted against the Coburn AMDT. to S.510 (S. AMDT. 4697), which would have placed a moratorium on earmarks.

Bennett (R-UT)
Cochran (R-MS)
Collins (R-ME)
Inhofe (R-OK)Lugar (R-IN)
Murkowski (R-AK)
Shelby (R-AL)
Voinovich (R-OH)

Here is a list of those 15 Republicans who supported the unconstitutional, food-Nazi, job killing bill. (S.510)

Alexander (R-TN)
Brown (R-MA)
Burr (R-NC)
Collins (R-ME)
Enzi (R-WY)
Grassley (R-IA)
Gregg (R-NH)
Johanns (R-NE)
Kirk (R-IL)
LeMieux (R-FL)
Lugar (R-IN)
Murkowski (R-AK)
Snowe (R-ME)
Vitter (R-LA)
Voinovich (R-OH)

The amazing thing about both lists is that they include so many names from ruby red states like Utah, Mississippi, Alabama, Indiana, Wyoming, etc.  Is this the best that we can do from such conservative states?  Do the Democrats elect Senators from deep blue states Vermont and California who vote with conservatives?  Also, it is interesting to note that Mark Kirk has wasted no time in joining the Senate and voting with the Dems.  And as we predicted, Joe Manchin has voted with the Democrat leadership every single time!  With friends like these who needs enemies?

Update:  Here is a synopsis of the food bill from Fox News.  If this is not a socialist, job killing bill, then I don't know what is.

  • Gives the FDA long-sought power to force a company to recall foods believed to be contaminated and to impose fees on those companies under a mandatory recall.
  • Authorizes the FDA to impose new fees for reinspecting those facilities and for registering food importers.
  • Requires FDA to inspect registered domestic “high risk” food producers (as defined by HHS – parent of FDA) at least once five years after passage of the bill.
  • Requires food processors, growers, and importers to meet additional safety requirements for high-risk foods and to meet new safety and security rules for the importation of food.
  • Requires companies to turn over test results and other records to federal officials on domestic or imported food items believed to be contaminated.
  • Requires imported food suppliers to meet established food safety requirements with a certification.
  • Requires food processors to impose and monitor food safety systems.
